No it isn’t too early for some hogs to be hibernating. Although by no means all are. But some of the mature males hibernate earlier than the females and hoglets. But I’m curious about why you were changing the hay.

Also cameras are not totally reliable – there is a space in time between images, so it’s possible for hog to exit or enter a box without it being captured by the camera. Probably the best way to tell whether a hedgehog has entered or exited a box is to put a small twig, rolled up paper or similar in such a position that it would not stop the hog negotiatng the doorway, but would be moved.
